With over 10 years of consulting experience, Michael is a proven leader in the Supply Chain Management consulting arena. Mr. Morgan brings a unique blend of commercial and government experience leveraging his deep functional knowledge in Supply Chain Management and Enterprise Architecture. Mr. Morgan is an experienced program manager for business improvement initiatives and is responsible for and involved in a wide range of consulting assignments spanning enterprise supply chain assessments, supply chain management strategies, application of technologies for supply chain, business operations improvements, and process implementations. After 7 years with BearingPoint (formerly KPMG Consulting), Mr. Morgan joined Morgan Business Consulting in July 2004, to better provide affordable, senior level, experienced and strategic consulting services to his clients.
Mr. Morgan is currently providing strategic guidance to the Air Force’s Exepditionary Combat Support System (ECSS) Special Program Office in its acquisition and implementation of ECSS.

Having transitioned from BearingPoint’s National Supply Chain practice, as a Senior Manager in BearingPoint’s Federal Services practice; Michael led an Air Force logistics consulting practice in delivering several client programs, including the Air Force Logistics Enterprise Architecture (LogEA).
Relevant Experience
Mr. Morgan’s accomplishments include:
• Leading the BearingPoint Team in the development of an Enterprise Architecture for the Air Force Logistics Community. Sponsored by the Deputy Chief of Staff Installations and Logistics, Directorate of Innovation and Transformation (AF/ILI), the Logistics Enterprise Architecture (LogEA) will provide the roadmap for migrating to a best-in-class supply chain for Air Force Logistics. Mr. Morgan is leading a team of consultants and subcontractors to develop an Operational Architecture, a Systems Architecture, and Transition Plan with Business Cases that will define the future operating processes and systems for AF Logistics, to include a transition plan that will outline the necessary roll-out strategy.
• Provided Subject Matter Advice to NAVAIR and DoN e-Business office in their development of a Depot Support Tool for the H-1 aircraft program. The tool was designed to provide inter-service agency depots an improved and automated tool for the quarterly development of parts forecasts. The toolset that was recommended, and is currently being implemented, will shorten forecast cycle time by 75%, increase forecast frequency by a minimum of 25%, and improve parts supportability for H-1 reparables.
• Led a BearingPoint team in the delivery of a Transformation RoadMap for HQ USAF. Mr. Morgan led a 3-part team that facilitated the development of Transformation RoadMaps for Human Resources, Information Technology, and Financial Management at HQ Air Force, which serve as the initial foundation for the Air Force’s service-wide Transformation. The team worked with the Assistant Secretaries for each of the major functional areas as well as the CIO of the Air Force to develop end-state visions, 3-year Transformation program plans, and communication plans. This project focused on developing an approach for the each of the functional areas to successfully transform their business operations from current practices to commercial best practice with a specific focus on cross-cutting and Air Force wide business processes.
• Led a BearingPoint team in the delivery of a supply chain strategy for the electronics/avionics division of a major commercial aerospace company. Mr. Morgan guided the development of a complete supply chain strategy to meet the client’s requirement of a 3-year RoadMap that would take out $300MM in cost and implement supply chain best practices. The project included a detailed assessment of current practices, development of an operational supply chain blueprint, and development of the required project initiatives that the organization will follow to reach supply chain excellence. Each initiative outlined the vision for new business processes, including technology, a program plan to implement the re-designed processes, and a business case to justify implementation. In addition, Mr. Morgan provided on-going subject matter advice and project management to ensure a successful start to the implementation of the supply chain roadmap.
• Supported a BearingPoint team under contract to a major aerospace & defense contractor program for supply chain support. Mr. Morgan guided three QuickScan assessments across three separate weapon systems. The assessment focused on supply chain practices for supplier management, sourcing, technology integration, and maintenance management. This included assessment of a supply chain portal, advanced supply chain technology for inventory management and purchasing, strategic sourcing, and program support.
• Member of BearingPoint’s Supply Chain SWAT team. Acted as a central subject matter advisor to BearingPoint Managing Directors and managers in the use and delivery of BearingPoint supply chain methodologies, tools, and resources. This role involved developing proposals, presentations, and providing client support for high visibility supply chain initiatives. A key part of this role focused on the development of thought leadership materials and methodologies. These materials formed the foundation for BearingPoint’s go-to-market message and initiative delivery. Mr. Morgan acts as a key resource for this thought leadership knowledge across the firm and supports numerous client efforts by providing subject matter advice. He has led the development of winning proposals for major initiatives across various client industries. Additionally, Mr. Morgan acts as an instructor for several domestic and international supply chain training classes for concepts, methodology, and delivery practices.

Developer and Product Manager for BearingPoint’s proprietary Supply Chain Portal demo. This tool enables clients to view a demonstration of integrated best of breed supply chain solutions that incorporates over 15 supply chain vendor solutions.

Product Manager for BearingPoint’s proprietary Supply Chain QuickScan. Led the development, release and implementation of the web-based supply chain analysis tool. The QuickScan assessment tool is functionally deep in all major supply chain areas, and is the firm-wide tool for Supply Chain Management assessments. It has been successfully conducted at Fortune 100 companies around the world. Mr. Morgan acts as the primary resource for delivering QuickScan, training practitioners in the use of the tool, and tool administration. A key differentiator for KPMG in the marketplace, QuickScan is a powerful tool for Supply Chain assessment engagements. Mr. Morgan has personally conducted over 25 QuickScan assessments, while over 100 have been conducted.
• As a project manager, Mr. Morgan led a team to assist a major letter and parcel shipping organization in defining their operational-logistics future state vision. The team developed the vision using BearingPoint’s Blueprinting approach to design a strategic roadmap that resulted in a prototype development and phased implementation plan. The plan outlined a new operational structure and a revised network structure to support the vision.
• Developed Key logistics Performance Indicators for a major health system employing an internal centralized distribution service center. Benchmarked and documented current state data and prepared future state models.

Professional Background
Computer Sciences Corporation (CSC) (1995-1997)
• Re-Designed supply chain business processes and IT processes for integrated health system to move to a centralized distribution center environment and outsourcing to achieve a stockless inventory replenishment model. Successfully guided clients in assessing the current state, designing the desired future state, and quantifying the effort required to achieve the vision.
• Provided subject matter expertise to a major university hospital network performing an integrated supply chain assessment. Guided clients in re-designing supply chain IT and business processes resulting in an enterprise-wide implementation plan of supply chain technologies and processes.
• Summarized, analyzed, and interpreted over 60 companies’ data on business process, IT structure, and supply chain activities for the EHCR (Efficient Healthcare Consumer Response) industry wide supply chain assessment study. Provided expertise in the development and verification of the results.
• Performed as project manager for Activity Based Costing projects involving companies in the healthcare distribution industry. Developed an Activity Based Costing methodology and client-based work products. Led companies in the implementation of the ABC methodology and software in their organization.
Mr. Morgan is sought after as a speaker on several Supply Chain Management topics at various industry conferences and seminars. He has spoken at conferences for CLM, AFCEA, and AFMA. He is a key contributor to BearingPoint’s supply chain strategy methodology, adopted as the firm’s global framework. He is the developer of BearingPoint’s Supply Chain QuickScan assessment tool.
Prior to joining CSC in 1995, Mr. Morgan was a production manager and industrial engineer for an industrial laundry processing and distribution company. He holds a B.S. degree from Virginia Tech in Industrial and Systems Engineering.
